Proposed Projects for the Cooperative Company

To expedite the implementation of the work, based on the current preliminary investigations and understanding, it has been decided to adopt a point-to-surface approach. Through integration and acquisition, we will establish a unified layout for the overall planning of the grand cultural industry development in Dazhenyu New Village, Bohai Town.

 

Integration and Acquisition, Unified Planning

 

Dazhenyu is located in the southwestern central area of the Mutianyu Great Wall Scenic Area, within the core protection zone of the Beijing Great Wall. It is 66 kilometers from the Fifth Ring entrance of the Beijing-Chengde Expressway, 29 kilometers from Huairou District, and 19 kilometers from the Ming Tombs Scenic Area in Changping. The current vegetation coverage rate is 92%, and the forest coverage rate is 86%. Economic forests account for approximately 40%, with main tree species including chestnut, walnut, persimmon, hawthorn, apricot, and pepper trees. The total area of collective land is 25,565.3 mu (about 1,704 hectares), with a total population of over 850 people. The arable land area is 170 mu (about 11.3 hectares), averaging 0.2 mu (about 0.013 hectares) per capita, and the per capita income is 14,180 RMB. The village collective income is relatively low, with leading industries including chestnut, walnut, folk customs, and tourism.

Dazhenyu Great Wall and the Wangquan perennial flowing river channel in Dazhenyu Village. Currently, the main activities include tourism, folk customs, rural renovation, agricultural product processing, river channel management, and Great Wall management and development.

Planning to undertake industry integration and acquisition, establishing a unified layout to create the Dazhenyu New Village Grand Cultural Industry Development Platform. The goal is to transform Dazhenyu Village into a new cultural landmark of Beijing, a new national spirit platform, and an international new civilization brand village.

 

Planning Regional Division

 

Based on the actual situation of the original ecology, which primarily consists of wasteland, scattered shrubs, and sporadic fruit trees, the region will be divided by opening up firebreaks. The development will center around Wangquanyu (Dazhenyu Great Wall section). The following steps will be taken:

  • Establish the perimeter boundaries for the region.

  • Determine the locations for 30 thought pavilions.

  • Establish pedestrian pathways from the thought pavilions, considering the terrain from top to bottom.

  • Plan the 25-li miniaturized version of the 25,000-li National Defense and Strong Army Long March Road.

  • Set the location for the "Octagonal Tower Research Center" at the starting point of the Long March Road.

  • Define the positions for the Four Gullies and One Station (Maker Space AI Space Capsule).

  • Identify usable areas in the barren hills and slopes.

  • Plan well-drilling and electricity facilities.

  • Define the edges and corners of the boundary, ensuring no dead corners to avoid future problems.

 

These measures will lay a solid foundation for the overall distribution of the area within the park.

 

Development Center Positioning for Wangquanyu East in the East of the Village

This area is bordered by the watershed to the east, west, south, and north, and mainly consists of mountainous land, forest land, wasteland, and gully drainage channels, covering approximately 3.5 square kilometers. It is located on the central axis of Beijing, 100 li (about 50 kilometers) in a straight line from Tiananmen Tower, with the Great Wall extending majestically from west to east. The iconic Jade Stone Building and Yushi Building stand tall within this area. The region has clear divisions, accessible roads, and clear, flowing rivers, making it the ideal location for constructing a Great Wall Cultural Park.

The primary focus will be to improve the operational model by first establishing the "National Policy Strategy Information Research Center, Education and Economy Research Center, Wisdom and Sage Technology Innovation Research Center, Traditional Chinese Medicine Protection Research Center, and Long March Huangpu Research Center." These centers, introduced to align with the scenic green hills and clear waters of the Great Wall, will enhance domestic and international social influence and promote rapid economic development in the region.

 

Protection, Maintenance, and Restoration of the Great Wall

The Cultural Relics Bureau's current plan for the overall restoration project of the Dazhenyu section of the Great Wall includes a construction plan and a gate repair plan. This section of the Great Wall spans from the original No. 85 to No. 116, with a total length of 7,398 meters and 32 watchtowers. The main repair area covers 4,638 meters with 20 watchtowers. The plan includes the approval and reconstruction of notable buildings such as Jade Stone Tower, Yushi Tower, Divine Turtle Dragon Pass, Moshi Pass, and Sancha Pass. The protection, maintenance, and restoration of this section of the Great Wall will play a crucial role in revitalizing the villages along its route.

The Great Wall, bearing the weight of history, no longer belongs solely to China but to all humanity. Today, it will serve as a monumental symbol in our efforts to build a community with a shared future for mankind. It will act as a bridge connecting world civilizations and transmitting information, and as we pursue rural revitalization, it will elevate the cultural strategic positioning. The Great Wall will guide us in building harmonious and beautiful villages, becoming a symbol of the spiritual high ground for inheriting China's excellent traditional culture.

 

Flood Control and Drainage Areas within the Park

To the north of the Great Wall is called Longwan (Dragon Bay), and to the south is Fengwan (Phoenix Bay). The main areas for rainwater and flood drainage are in Longwan, with the natural spring "Liuquan" serving as a focal point. The water areas will be developed to enhance natural beauty, with measures for flood drainage, water interception, and storage. Efforts will be made to protect the local wildlife, including birds and squirrels, and to plant suitable plant species, highlighting the perfect integration of natural and cultural landscapes.

Homestead Renovation and Cooperation

After years of communication and understanding with the villagers, it is clear that homesteads are the lifeblood of the villagers. To ensure that the rights of villagers' homesteads are legally protected and to achieve the villagers' satisfaction while also allowing investors to gain profits, we plan to adopt a "one matter, one discussion, one evaluation; one household, one policy, one style" approach. This will involve upgrading the management of folk customs development with the voluntary consent of the villagers. Although the cost may be higher, the results will be more effective.

Development of Agricultural and Sideline Products

We plan to incorporate agricultural and sideline products into the scope of tourism product development. This involves processing, refrigeration, cold chain logistics, and conducting seasonal themed shopping festivals, temple fairs, and competitions. These events will be connected with the five research centers' special conferences, the Great Wall Cultural Festival, and a series of activities such as Children's Day (June 1) Peace Dove Release Day and August 1 Long March Day. These efforts will increase the influence of rural revitalization publicity and drive the growth of rural economic benefits.

 

Approval Procedures for Projects

During the operation, we will gradually complete all approval documents based on government policy requirements and the actual local conditions. Each specific situation will be analyzed and handled accordingly. All actions will strictly adhere to policy approval documents.

Infrastructure

According to the overall planned layout, we will implement the new technology brand in phases and gradually improve the construction of various infrastructure facilities.

Project Development and Construction Cycle

 

The proposed investment for the project is 6 billion RMB. The final determination will be based on the size and number of projects, approval status, approval progress, investment attraction, funding status, and preliminary operational progress.

The initial project development and construction cycle is tentatively set at 5 years (subject to adjustments based on project progress and implementation plans). Phase one plans to invest 1 billion RMB, with an initial investment and cooperation fund of 500 million RMB (starting with no less than 200-350 million RMB, depending on Party A's financing situation). Preliminary operations can commence within one and a half years.

Overall Project Development in Three Phases

The overall project will be developed and constructed in three phases. Apart from the initially launched projects, all development and construction content and cycles will be based on the approved planning.
